Portfolio Head: Municipal Finance, Fiscal Policy & Revenue Enhancement

Purpose: Reporting to the Chief Officer: Municipal Finance, Fiscal Policy & Revenue Enhancement you will support the Chief Officer with the development and implementation of the cluster business plan to achieve the strategic objectives of SALGA.
The Portfolio head is required to lead, direct and
manage a multi-disciplinary team to design, implement and evaluate best fit solutions to critical municipal challenges in financial management and revenue generation; to ensure effective representation of the Local Government Sector in IGR and other fora as the voice of Local Government regarding fiscal matters; to develop municipal capacity in delivering on the developmental mandate of municipalities. The Portfolio head is required to ensure the long term sustainability and viability of local government; strengthened financial management systems
and controls and to enhance revenue management.

Minimum requirements: *Relevant Post-graduate degree. MBA will be advantageous;
*At least 10 years’ experience operating at a senior management level within a medium to large-sized organisation;*Previous management experience in a multidisciplinary unit is essential;
*Proven track-record in successful Lobbying and Advocacy of critical issues;Understanding of relevant strategic, government policy and regulatory;directives (International, national and provincial)
• Good understanding of Local Government Sector, challenges and
mandates;
• Knowledge of the SALGA business and sustainability requirements;
• Understanding of project/ programme management principles;
• Practical knowledge of financial management and budgeting principles and practices;
• Working knowledge of the political dynamics and developments in the country.

Additional comments:
The role of the Portfolio Head will require active demonstration and support to the Chief Officer with the
development and implementation of effective advocacy and lobbying strategies in order to protect the rights of Local Government and to disrupt the systems hindering municipal performance.
